Are healers supposed to come out @ 80% health on phase 2 in solos?

They come out at 60% in duos, and even lower % with 3+, shouldn't it be the exact inverse of this?

(It isn't triggered by time to anyone who doesn't know it's triggered right on a percentage like 81%, 61%, etc.)
