Bypassing Blacklist

I wanted to Know if making a name super close to one thats blacklisted to bypass the blacklist is a bannable rule. The thing is i like to rush, nothing wrong with that but anti pkers like to stick to me like glue and its annoying af, I blacklist then all the time. This one guy ive had blacklisted for a while His name is lililillilli (caps i's) all do what i normally do before i go for a rush, pick out the anti people and blacklist them, but i get anti by someone, the guy i had blacklisted (i thought). It turns out he made/namechanged his account to llliiillilil (caps i's).  I have ZERO dout its not the same guy and wanted to know if him bypassing blacklist like that is fine or if its actually punishable.
